- The annual Borrowing Plan helps in implementing the MTDS and guides Investors in planning their investments in Governments debt securities. Issuance Calendar is prepared monthly to detail out Governments total monthly issuance and by Debt Instrument, amount and maturity. The consultant should pair head the preparation of the Annual Borrowing Plan and transfer skills to the staff of DLDM and Central Bank of The Gambia. He should also train the staff to further breakdown to monthly and weekly issuance.
